President Trump ordered the Pentagon to substantially reduce the annual U.S.-South Korea military exercises. He cited their cost, Seoul’s refusal to help denuclearize Iran, and his relationship with Kim Jong Un. South Korea said the eleven-day Ulchi Freedom Shield exercise was proceeding as planned. It was expected to involve eighteen thousand South Korean troops, but the administration did not say how many drills or troops would be cut.

Next, a Spanish F-eighteen flying a NATO air-policing mission shot down a drone after it entered Romanian airspace. Romanian officials did not identify its origin. Moldova said it tracked a Geran-type Shahed drone entering from Ukraine and flying toward Romania. This was the fourth drone shot down over Romania this year, but the origin of this aircraft remains unconfirmed.

Hurricane Lala weakened to a tropical storm after grazing Hawaii’s Big Island without making landfall. It damaged at least one hundred homes, sixteen transmission lines and many utility towers. More than two hundred thousand customers lost power at the peak, though outages fell below sixty thousand by Sunday morning. At least one person died in a storm-related vehicle crash, and three hospitals were using generators.
