Harris County DA Sean Teare wants the two detainees from the vehicle's back seat held as material witnesses. Agents moved them before investigators could talk to them. ICE calls claims of an intentional strike "RECKLESS and FALSE."

On Saturday, an ICE vehicle hit Miguel Parra-Hernandez, 48, and broke his leg as he fled a Houston-area raid aimed at another man. Teare said video shows the officer hit him on purpose, and he weighed an aggravated assault charge. ICE said the man ran in front of the vehicle.
