Trump's Board of Peace, a multinational body established to oversee Gaza's ceasefire and postwar transition, said it negotiated the roadmap with Hamas. The October ceasefire ended major combat and secured the hostages' return, but its next phase stalled as Israeli strikes continued and the sides disputed whether disarmament or further withdrawal should come first.
