Review finds Utah Valley wrote no security plan for Kirk's event; Turning Point insisted on courtyard

The 158-page review by the Lake Forest Group, hired by the university, found no line-of-sight check despite nearby tall buildings and no officer watching campus cameras, but also found no employee acted in bad faith.

Timeline and case status:

• Aug. 27, 2025: the event was approved without a documented security plan, two days after the courtyard was kept as the venue.
• Sept. 8, 2025: Turning Point organizers raised concerns about rooftop access above the stage; Kirk, 31, was shot from a rooftop more than 400 feet away on Sept. 10.
• Tyler Robinson, 23, has pleaded not guilty to aggravated murder, which could carry the death penalty; no trial date is set, and Kirk's family has filed a wrongful-death notice.
