Yesterday’s issue reported that John Ratcliffe made a rare Moscow trip primarily to warn Russia against attacking NATO’s Baltic members. The new reporting says he separately told FSB chief Alexander Bortnikov that Russia’s battlefield gains had stalled and urged Moscow to negotiate an end to the Ukraine war before its military and economy deteriorate further.
