The checks go only to people who pay full premiums without subsidies in HealthCare.gov states, which Trump calls refunds for overcharged fees without showing proof.
On Sept. 10 the White House said rebate checks would go to Obamacare enrollees before Election Day.
Separate subsidy change:
- Enhanced premium tax credits expired at the end of 2025, and enrollment has fallen sharply since.
