[UPDATE] Pentagon removes never-lived-in-U.S. option from overseas ballot form, drawing DNC suit
The revised form no longer offers a choice for U.S. citizens who have never lived in the country.
The DNC says the Pentagon broke the law when it changed the Federal Post Card Application. Overseas citizens use that form to register and request absentee ballots. The old form had four location options. One was for citizens who never lived in the U.S.
PREVIOUSLY
The Pentagon sent the change to the White House budget office (OMB) on Aug. 26, and OMB approved it on Aug. 28. A Wisconsin clerk memo dated the form update to Sept. 2. Democracy Docket reported the change on Sept. 9. The DNC filed its complaint on Oct. 1.
The form change:
- Old form: 4 location options, one for citizens who have never lived in the U.S.
- The Guardian says 38 states plus D.C. let citizens born abroad vote even if they never lived here
