Prosecutors expected to charge Maduro and wife with authorizing torture of Americans in Venezuelan prisons
Charges could come as soon as Thursday, Oct. 8, at Cilia Flores's bond hearing in Manhattan
The charges would cover more than a dozen wrongfully detained Americans and add to four counts, including narco-terrorism and weapons charges, that Maduro already faces, per CBS News.
