DOJ says states must report migrants without permanent legal status who apply for welfare, or lose federal aid

The Justice Department's Office of Legal Counsel withdrew Clinton-era guidance that read the same welfare-law reporting rule far more narrowly, and now says states must report welfare applicants who lack permanent legal status.
