[UPDATE] Maduro and wife Cilia Flores charged with conspiring to torture opponents and over a dozen Americans
Manhattan federal prosecutors unsealed the superseding indictment the same day Flores asked to be released to house arrest.
The indictment says Maduro personally approved torture methods, including electric shock, suffocation and rape. It says Flores helped build the system and ordered specific people tortured.

Oct. 8 — Prosecutors were reported to be preparing charges that Maduro and Flores authorized the torture of Americans in Venezuelan prisons. The charges could come as soon as Flores's bond hearing in Manhattan.
