Pentagon sends about 9,000 more sailors and Marines toward Iran on the carrier Theodore Roosevelt and three amphibious ships

The Roosevelt is due in the region by the end of November, about three weeks after the Tuesday, Nov. 3 midterm elections, per the Financial Times.

- Aug. 31 — Military leaders warned Defense Secretary Pete Hegseth that a long Iran war would leave the U.S. exposed elsewhere; the Pentagon called the leak a crime. - Sept. 14–16 — The Pentagon put arms makers on a wartime footing; its watchdog put war costs at $33.4 billion through June 30 and equipment losses at $3.7 billion. - Sept. 29 — Three U.S. officials said an Iranian cruise missile hit a ship carrying eight Marines in the Strait of Hormuz on Sept. 14, never announced. - Sept. 30 — The last U.S. troops left Iraq, ending the 12-year anti-ISIS mission.

ContextMore than 50,000 U.S. troops already serve under Central Command, the military's Middle East headquarters, per The Hill. The 9,000 on the way would add about 18 percent to that. Since the blockade of Iranian ports resumed in July, U.S. warships have turned away 125 commercial ships.

Rubio orders Iran's UN delegation out of New York; Trump says Iran will "sign a very fair deal, or they won't exist any longer"

Araghchi's team came for the UN General Assembly; a U.S. official said it had to go once the meeting ended.

On Sept. 18 the U.S. granted UN General Assembly visas, with travel limits, to Iran's President Masoud Pezeshkian and Araghchi, while denying them to the Palestinian delegation for a second year. On Sept. 28 Araghchi said Iran was ready for renewed U.S. strikes and still open to diplomacy.

ContextIn indirect talks, both sides largely agree on what gets traded but not the order. Iran wants the U.S. naval blockade lifted and its frozen assets released before it reopens the Strait of Hormuz, the Gulf shipping lane it has closed. Washington wants nuclear steps first. The closest precedent is Feb. 2022, when the U.S. expelled 12 Russian UN mission staff.

The Pentagon is sending two groups of ships to the Middle East, about 9,000 people in all, while Trump weighs more strikes on Iran.

The Marines. The Makin Island Amphibious Ready Group (three ships built to put Marines ashore) carries more than 4,000 Marines and sailors. About 2,200 of them are in the 13th Marine Expeditionary Unit (a Marine force of about 2,200 that lives on those ships and can land on short notice). A Pacific Fleet spokesperson called the San Diego departure "routine operations in the U.S. 3rd Fleet area of operations."

The carrier. The USS Theodore Roosevelt brings the rest of the roughly 9,000 people and is due in the region by the end of November, per the Financial Times.

The pay. Starting Thursday, Oct. 1, troops taking direct fire can draw up to $450 a month in hostile fire pay (extra pay for serving where they can be shot at), per The Washington Post. ([TS]two are there now, and Navy reporting has the Roosevelt relieving one of them, per USNI)

Still open. How long the extra ships stay. The Washington Post and Bloomberg report the U.S. may soon have three carriers in the region.

Rubio orders Iran's UN delegation out of New York; Trump says Iran will "sign a very fair deal, or they won't exist any longer"

Araghchi's team came for the UN General Assembly; a U.S. official said it had to go once the meeting ended.

Secretary of State Marco Rubio expelled Iran's negotiating team from New York after talks run through Qatar stalled. Trump then threatened Iran's existence while leaving a deal on the table.

The expulsion. On Rubio's orders, the U.S. mission to the UN told Iran's mission on Monday evening, Sept. 28, that Abbas Araghchi (Foreign Minister, Iran) and his delegation had to leave immediately. Araghchi had come to New York for the UN General Assembly. A U.S. official said they "had overstayed their welcome. The UN General Assembly was over, so it was time for them to go." They flew to Doha, Qatar, at 1:20 a.m. Tuesday, Sept. 29.

Trump's threat. "Maybe I will blow 'em up We will blow 'em up or make a deal. But the time is coming," Trump said. He said the U.S. has spent six months rebuilding its weapons stocks, in a war now more than seven months old. ([TS]his own Pentagon just asked Senate appropriators for more money to fix 'critical shortfalls,' per the BBC)

Still open. Qatari mediators are still working both sides on their compromise proposal. Trump has named no deadline.

  • The 39-day air campaign that ended in the April 8 ceasefire fired more than 1,000 of about 3,100 prewar Tomahawk cruise missiles, per CSIS.
  • Patriot interceptors: 1,060-1,430 fired of roughly 2,200-2,330 prewar; THAAD: 190-290 fired of 360-452, CSIS estimates.
  • CSIS projects no new THAAD deliveries to U.S. stocks before April 2027, and says Tomahawk, THAAD and Patriot need three or more years to reach prewar levels.

Red take

Iran gets nothing until it reopens the Strait of Hormuz, the Gulf shipping lane it closed. Marco Rubio, the Secretary of State, was right to send Abbas Araghchi, Iran's foreign minister, home once the General Assembly ended. Tehran wants the U.S. naval blockade lifted and its frozen assets released first; pay up front, and every regime learns that seizing a shipping lane is how you get paid.

Blue take

Trump should be backing Qatar's mediators, not calling a bigger bombing round after the Nov. 3 midterms "possible," because the arsenal is not there. CSIS, a Washington think tank, says the 39-day air campaign burned more than 1,000 of about 3,100 Tomahawk cruise missiles. It projects no new THAAD missile-defense interceptors before April 2027. Widen the war now, and U.S. forces meet Iran's answer with their defenses still thinned.

Supreme Court agrees to decide whether ICE can jail immigrants who entered illegally without a bond hearing

Nine federal appeals courts and more than 500 district judges have rejected the policy, in force since July 2025; only the 5th and 8th Circuits have upheld it.

The Supreme Court agreed Thursday, Oct. 1 to decide whether people who entered the U.S. illegally, including those who have lived here for decades, can be held without a bond hearing (a chance to ask a judge for release) while their deportation cases run.

The test case. Ricardo Aparecido Barbosa da Cunha is a Brazilian with no criminal record who came to the U.S. around 2005. ICE arrested him in September 2025. His lawyer, Paul Dwyer, says he "has never missed an immigration appointment or hearing."

The government. Solicitor General D. John Sauer says the policy removes a "perverse incentive" that treats people who evade detention at entry more leniently.

What next. No argument date is set. A ruling is due by the end of June 2027.
